What is the law on selling alcohol if you suspect the purchaser will give it to someone underage?

Most major supermarkets refuse to serve groups of young people unless all of them can provide proof of ID.
When you are genuinely not purchasing for anyone under age, you are made to feel like a criminal.
Are they legally obliged not to sell if they suspect you're buying for under 18s, as in could they be fined etc? I would have thought the person who was doing the buying would be the one punished.
Where does the law stand on this?

What is a VPN?

VPN is (Virtual Private Network) were first used by companies to enable their employees to securely access internal systems such as email remotely (e.g. from home or while on business trips). Today they are increasingly being used for personal use by individuals to protect their privacy while online in public places (e.g. when using the wi-fi connection in a cafe) or in a country where the internet is censored / blocked (e.g. China, Saudi Arabia…).
